It dosen't seem to be forbidden by the W3 specifications.  Voyager applies
sizing and boldface to headers, but IBrowse dosen't.

Dosen't really mention boldface at all, so I guess it's a matter of choice.
 If they supported CSS, they might want to rethink that practice though. 
I think CSS is a long way off though.
