For local files 'file:///device:..../.../file.html'
or 'file://localhost/device:..../.../file.html' is
absolutely correct.
But V-NG v2.95 doesn't allow to browse a local directory,
also removing the backslash, as Robin suggested won't work,
it seems it's not implemeted in this version of Voyager.
V� v3.2.x does is correctly. So... just grade up!
