It is documented in JS that one of many possible actions that can be
programmed to occur at an ON_Mouseover is to change the mousepointer.
It never occurs unless the JS programmer commands it. Wether all
browsers do this is a matter of JS implementation.

But if you say "the standard is MSIE only, then the code is not
incompatible nor broken. Bill gates wants you to think that way, and MS
HTML tools behave as such and MS training materials teach this.
