Sounds like, you lack nat-t support in your configuration. I have no idea if this is the case and if yes how to amend this. Should it be some setting in the router (Fritzbox)? . The remote ones or the local one ? Being able to make multiple connections using the windows-policy (to remote Vigor routers) suggests there is no problem lacking nat-t support or not.
