Windows Firewall on the remote Windows 7 machine was the problem. Anyone
familiar with the right magic settings to set up exceptions in Windows 7
firewall? Thanks...

Have you checked the obvious:
- Host based Firewall at the machines in question which does not allow
ping
- Special routing on the machines not answering
- Net-mask settings in the VPN Tunnel config
