This means that the gateway does not accept your proposals for phase 1. Check if the phase 1 configuration match on both client and gateway match. Probably you can see more detailed information in the gateway logs because for security reasons the gateway does not send detailed reason for not accepting a proposal of your client. Strange is that it seems that to the first client attempt the gateway does not respond at all.
