I suspect, based on what you've observed, that Shrew only works with
NDIS connections and not dial-up connections.

This might be a question that can be confirmed by the development team.

The MS dialup adapter is really really hard to work with. It basically does everything in a backwards, may-as-well-be-undocumented way ( from a LWF filter perspective ). Its easy to read packets from but really, really difficult to write packets to. I've done my best to get the client to work with the few options I have to test with locally ( PPP dialup networking, PPPOE, and a few Wifi USB dongles that act like dialup adapters ). All of them work as far as I can tell. I wouldn't be surprised if there are adapters in the wild that it won't work with.
