This problem has been reported before. I'm not sure what the cause of
the problem is, but you can typically resolve it by restarting the IKE
Service and/or IPSEC Service. They can be restarted either using the
Services Control Panel module or by using the Restart buttons in the
Shrew VPN Trace utility.
