A working configuration on Windows XP shows the IP of the UMTS
connection (T-Mobile Germany, IP from a private range 10.x.x.x) as local
address. Why does it fail on the new notebook? How is the peer IP
determined?

This looks like it may be another instance of a fairly common bug where
the Shrew VPN conflicts with the Microsoft Virtual WiFi Miniport adapter.
Try upgrading to one of the Shrew 2.2.0 betas and see if that resolves
your issue. The betas are available from http://www.shrew.net/download/vpn.
