I got around to do this and confirm that shrew 2.1.7 packages (ike,
ike-qtgui) does not work on a fresh Ubuntu 11.10 install, while the
older shrew 2.1.5 packages from 11.04 does work. In order to get it
running, first install the libssl0.9.8 package in Oneiric,[0] then
the
Natty packages for ike[1] and ike-qtgui.[2] You may have to install
the Qt packages (libqt3-mt) if it is not installed yet (Kubuntu
users
here need not do this.)

i can confirm that the 2.2.0-beta-2 works with ubuntu 11.10 if you
compile it from the scratch.
I just used the following commands to do so:
cmake -DCMAKE_INSTALL_PREFIX=/usr -DQTGUI=YES -DETCDIR=/etc -DNATT=YES
cmake .
make
sudo make install
I'll try to compile and test 2.1.7 tonight.
