Looking at the Windows 7 device manager there should be a "Shrew soft
Virtual Adapter" which is disabled by default and enabled while you try to
establish a vpn connection. On Windows 7 it seems that this adapter never
get's enabled - causing the negotiation timeout.
Can't believe, that we are the only one facing this problem?!?

Do you have a D-Link router in front of the Shrew client? I've found
that some D-Link routers (for instance DIR-645) have IPsec disabled by
default. You can enable it by going to Advanced -> Firewall Settings
and then enabling (checked) "IPsec (VPN)" on the router management UI.
