I do not believe that it is possible to disable the export function.
The configurations are automatically stored as files under
Users\<user>\AppData\Local\Shrew Soft VPN\sites\ (and the details are
also in the Registry) on Windows, so disabling the export wouldn't
really prevent users from sharing the configuration anyway.
