This turned out to be a faulty NIC driver. After installing the latest
one the problem went away. The nice was a on-board Realtek 1Gbps. No
problems were noticed with it before trying a VPN connection.

No go. This is the first issue I've had with the VPN software
installing it probably a dozen devices. This happens with AV /
firewall disabled or not. I uninstalled AV and the issue is still
there.
