I would suggest perhaps trying another version of Shrew, maybe 2.1.7.
Once that's installed, you could try running the 2.2.2 installer to
upgrade the install.
Actually I just noticed that you said Windows 8.1. I've never tried to
install on Win8.1, but I know some list users have already reported
problems. It may be that an update to Shrew is required in order for it
to work properly on 8.1.
