Problem:
After a VPN connection is established, all outgoing connections are
allowed, even if the Windows Firewall setting for outgoing connections
is set to "Block".
To Reproduce:
1. Open "Windows Firewall with Advanced Security", click on "Windows
Firewall Properties", in the [Domain Profile] tab, set "Outbound
connections" to [Block], in the [Private Profile] tab, set "Outbound
connections" to [Block], in the [Public connections] tab, set "Outbound
connections" to [Block], press [OK] to close window.
2. Observe that your favorite web browser cannot connect to any websites
anymore.
3. Connect to any gateway.
4. Observe that your favorite web browser now can successfully connect
to arbitrary websites.
Expected behavior:
For 4., we should observe that the web browser still cannot connect to
any websites.
