Support for VLANs on host/af_packet interface was added rather recently. See:

Is the vpp support l3 VLAN?

I'm testing two direct connect sub interfaces. The configuration and result are 
shown below:

vpp1:
VPP# set interface ip address host-eth2.1 1.1.1.2/24
VPP#
VPP# ping 1.1.1.1

Statistics: 5 sent, 0 received, 100% packet loss
VPP# show adj
