Yes it is, via app namespaces. You can configure application namespaces via 
binary api or “app ns” cli. For instance:

app ns id <namespace-id> secret <secret> sw_if_index <sw_if_index> 

The secret is a shared secret between vpp and the app while the sw_if_index is 
the index of an interface that ‘supports’ the namespace. Whatever the fib table 
of the interface becomes the table of the namespace. There’s also an option to 
directly configure the fib_id in the cli command. 

To have an app connect to a namespace via vcl, add to vcl’s config file the 
namespace-id and namespace-secret.
