I40e driver can support X710 and XL710, better for both if
possible, X710 is preferred.
feature set are expected as following:
1. Support jumbo frame by default. disable no-tx-checksum-offload and
no-multi-seg in the makefile
2. Enable faster vector path. enable no-tx-checksum-offload and
no-multi-seg in the makefile.
