If you commit and push build artifacts to your local gitlab, clone the resulting repo and attempt to build, it’s quite likely to fail as described.
I use a local mirror of gerrit.fd.io myself. It works perfectly. Google / read docs for instructions. Anyhow, this subject is off-topic for vpp-dev. HTH...
