Well I am mean there is always a bit of back and forth on any feature you 
intend to upstream.
And many of those discussions are active into the month prior to the release.

I don't think it is a case of people postponing code, and being ill-prepared.
People will always sprint the last 100 yards to the finish line in any long 
race.
