The connectivity issues resolved themselves this afternoon.
I also merged a gerrit change [0] which fixes intermittent test failures
for tests previously skipped on debian-11 but were not skipped on debian-12.
I retested and/or rebased all of the jobs that had failed due to CI
infra anomalies so that all votes currently in the gerrit queue are correct.
Thanks again for your patience as we gain experience with the GHA based CI.
