As Benoit mentioned, linux-cp in recent versions (starting with stable/2606 IIRC) allows you to enable OSI protocols to be punted to the host. E.g. for IS-IS - 'vppctl lcp osi-proto enable 131'. It requires the OSI plugin to be loaded.
