Hi Pim,
Thanks for the RCA. It is a bit late to a deploy a fix before VPP 26.10,
but the workaround can be added to the Release Notes and a fix can be
cherry-picked into stable/2610 any time after the release is complete.
@Andrew, let's add Pim and Dave's reports and workaround to the VPP
26.10 release notes.

dpdk: bump to DPDK 26.07 and rdma-core 64.0
at the commit 7da823e8c6e4e4af9e1adf4499ae493cec422f03 (vpp-ext-deps
version 26.10-1), the dataplane starts fine.
Any commit after that (using DPDP 26.07) does not start for me.
Luckily, Dave's suggestion for "dpdk { iova-mode pa }" works for me also.
Should we release VPP 26.10, we should probably either fix the
regression, or make it clear to users how to work around. I'm worried
we'd break many installations ...
