This is vqadmin saying apache doesn't know
to ask for user/pass when vqadmin.cgi is accessed.

Three possibilities:
1) The <Directory .... > paragraph wasn't added to
apache's conf file 
or
2) apache wasn't restarted after the paragraph was added.
or
3) the Directory entry is pointing at the wrong place

I get this error all the time when I don't do one of the above
