Yes, they can.  But if I get the same error when running it locally (only as
non-root), not through apache, then I wonder what is generating the error?
Is it /bin/ps?  vqadmin and vpopmail don't call it (just
signal_process("qmail-send", SIGHUP)).

I'm lost on this one.. Does it work correctly for you?
