[vqadmin] add domain form - zero disables - empty is unlimited?

On the Add domain menu if some of the options are zero that particular
option will be disabled. 
If you put in a number of some sort it enables it and sets that feature
to that amount.
If I remove the default '0' and leave the text box empty the feature is
enabled. 
Does that also set the limit for that particular feature to unlimited?
