[vqadmin] Grrrr

Ok so I am being dense here.  I have fought the past 3 days to get Qmail + VPopmail configured to work.  Finally having that done I would like to get VQAdmin to work but I am having problems.  I have added the <directory> command to my /etc/httpd/conf/httpd.conf file.  But I am getting the error that I don't have permission to access this resource.  I am not being prompted for a user/password when going to http://domain/cgi-bin/vqadmin or any variation of that.  I think i have missed something in my httpd.conf for apache 2.0.43   Anyone else run into this problem so I can get this working   Regards, Rob G
