The domain quota sets the maximum amount of storage for a
domain's users.

..and the web access feature is currently integrated with
sqwebmail.  There are probably others.  Im unsure of which
ones.

Yes, these features work (as long as you're using a vpopmail 5.x
or higher).

How do they work?  Im not sure how to answer this question. When you
say, for instance, you want to turn off POP for a user, it sets a field
inside their authorization information stating they cant use POP.  If
they try to POP, they'll get an authorization error.  Same goes for all
other features like this.
