default_quota is user default quota when administrator create the new
user...
quota is domain level ..

oh and then do a
chown vpopmail.vchkpw
/path_to_vpopmail/domains/domain_name_to_set_quota_for/.qmailadmin-limits

again all on one line..
so that it has the correct ownership for vpopmail and vchkpw to read it
