Dear Devendra:
There are two types of "validation" that I know works over smtp.
1) auth. which requieres user and password to send emails.
2) IP. IP's or networks that are relayed to send thru the smtp server.
In your case number 1) is the accurate solution. You need to use
some sort of AUTH-BEFORE-SMTP.

I am using qmail-smtpd-auth
(http://members.elysium.pl/brush/qmail-smtpd-auth/) with qmail and vpopmail.
If anyone knows a way out to disable Outgoing SMTP for certain users. (I am
not using POP-before-SMTP).
Neither of these seems to do the trick:
disable_external_relay
disable_smtp
