In the version of vpopmail which I use (5.3.8-maybe a bit old) this command doesn't exist.
Maybe it's time to upgrade... :-)

You must also apply the patch for the latest vqadmin (on sourceforge), to make it work with the latest vpopmail-configuration.
With the patch, the only thing that still needs to be done on the command-line is the domain-quota.
At least, that's what I got from a quick look.
