or prevent the fork bomb?

And what does the following string mean: "Unknown HZ value! (20670)
Assume 100." - I see it when enter or start vserver.
   

1'st - it was not a fork bomb. I expected that -t 5 will give to vserver 
no mo then 10% of CPU time and -m 32000 will refuse to get more then 32M 
of physical RAM
