It's a permanent fix. Scriptlets should be executed inside of the guest as much as possible, chbind is one part of that. (The other parts are already there.)
I will be pushing fixed packages soon that will use nid 0 for operations if the guest is not running, so it should work again for stopped guests. Be aware though that there are no restrictions on networking in that case, and scriptlets can bind to whatever ports on whatever IP addresses they see fit.
