I think Jack is talking having *dynamically allocated* context-ids start
from 1000.  So that you context-ids 2->999 to hard-coding to particular
vservers.

It is very much like saving your first 100(0) IP addresses for staticly
attaching to server, but allowing DHCP to allocate from the range above 100.
