[vserver] fix problem with bind INADDR_ANY

Hello All.

updated patch for RH kernels.
fix probleb with bind(INADDR_ANY).
small patch for original kernel 2.4.18 and ctx-12 attached in mail.
(this backport and not tested)

In my next plain, insert per VPS memory limit.
