Hi Bill, It depends on how you get the shell inside vserver.
I believe this would only happen with the current version of the vserver script when you enter it from the root server, e.g. vserver ... enter or vserver ... exec ... If you run it from the inside ( any service that was originally started with the "vserver ... start" command, e.g. you run a telnet or ssh service and login to it ) before running the forkbomb then the limits apply ok.
