I had the same problem as original poster and in private email discovered we
had tried the same steps.  For me the newvserver failure occurred both on CD
(7.3 & 8.0 & 8.1beta) and /.  I tried perhaps 10 times, with both
vserver-admin .21 & .22.  It always worked when trying to clone an existing
vserver.  I redirected standard error and saw some messages but I didn't
record them or try to debug the problem further since "vserver xxx build"
worked fine.

        Can you provide a little more information. You tried to setup a
vserver
        by using what ? A redhat CD ? Cloning the / ?
