This has me baffeled. Running 2.4.19ctx-15. and mysql version: 3.23.54
When I try to connect to mysql that is running on a vserver I get at
first the following error on the client side

Enter password:
ERROR 2013: Lost connection to MySQL server during query

This comes almost instantly.
If I do this one or two times it finally "hangs" and I can read the
following in the log on the vserver that is running the mysql server I
want to talk to

Number of processes running now: 2
030302 17:17:11  mysqld restarted
030302 17:17:11  Can't start server: Bind on TCP/IP port: Address already in use
030302 17:17:11  Do you already have another mysqld server running on port: 3306
 ?
030302 17:17:11  Aborting

030302 17:17:11  /usr/libexec/mysqld: Shutdown Complete

030302 17:17:11  mysqld ended

Now I have to manually kill
/usr/libexec/mysqld --defaults-file=/etc/my.cnf --bas
with a -TERM

Then do a "service mysqld start"

030302 17:22:15  mysqld started
/usr/libexec/mysqld: ready for connections

If I don't kill it and I attempt a restart or start then I will get a
fail to shutdown and the "started" process will not function and I
will not be able to connect from localhost until I do this.

I can connect to the mysql server from CLI and from the local httpd
service (module_php4) without any problem.

I'm stomped (few things get me stomped) anyone have any ideas or
suggestions what might be wrong ?
This is happening both with php and mysql client from 2 other linux
boxes as well as a Windows system.
