[vserver] linuxconf problem

I am using RedHat 9. When I install "vserver-admin-0.22-1.i386.rpm", it
failed with the messages below.

error: Failed dependencies
            linuxconf-lib is needed by vserver-admin-2.55-1
            linuxconf-util is needed by vserver-admin-2.55-1

Redhat 9 does not provide linuxconf any more. How can I install
vserver-admin?
