I'm getting deja vu feelings from the log... I had exactly this problem with the same file before my patch:
<<< Started new transaction, based on original revision 1103
svnadmin: File not found: revision 639, path '/trunc/orphaned/_JJXAAAAA/CD.SQL'
     * adding path : /trunc/orphaned/_APNAAAAA/A/B/CD.SQL ...

Just a dump question: what is your first action in the VssAction file? the one with action ID 0? I just found, that I implicitly assumed, that action_id 0 is the creation of the root path, which is omitted from the conversion.

Incidently, action 0 is the creation of the above mentioned /orphaned/_APNAAAAA/A/. My patch removed the creation of the root /, since that occured at 3/4 of the dumpfile.txt and consequently already existed... and the root creation broke svnadmin when I loaded everything under /trunc/.
