That is right, since we actually didn't convert anything in ssphys. We just removed the "discouraged" characters. The bogous charset definition is also not that bogous, since it is the charset, that I'm using ;-) hardcoded into the converter.
So in fact we want to not change the encoding, and not smash the "invalid" characters, but preserve both, and let the Perl XML parser deal with the conversion to UTF-8 for output to the dump file.
