I bypassed the "sanitizing" paths so that the windows-1252-encoded filenames would get passed through. Between the XML and the svn dump file something in vss2svn is mangling the names badly. It still looks like double-encoding. I need to create a small test sample and trace through what's happening to the file names from the XML parse to the dump file generation.
What about the XML Reader in Perl? There was a change to support different reader backends. Do they behave differently and some honour the encoding tag in the XML file and others don't?
