I traced my issue with BranchToPhys records back to parent projects created
with an ActionId of RestoredProject. The BranchToPhys was a red herring and
is already handled through separate mechanisms.
I'm attempting a conversion now with the timestamp check removed and
RestoredProject mapped to be the same as CreateProject. I realize as I
write this that there will be a problem with the timestamps, as the
RestoredProject timestamp is for the time of the restoration, not the
creation of the original project, so child items will have earlier
timestamps.
I think we need some kind of fudge pass that pushes directory timestamps
back to the date of the earliest child.
