Good catch. Everyone outside the DOS/Windows world has been using UTC (or GMZ before that) since forever, and Windows programs have adopted it only gradually. I don't believe VSS even knows what a timezone is. The conversion might happen in a different timezone from the VSS repo (imagine a consultant doing this for a multi-national) so it sounds like we need to pass in a TZ for the converter to use.
