Hmmm, actually vss2svn should not stop, if it receives this error. It should continue but and should generate "empty" files. Probably Werners latests fix for empty files will help. I'll have to check what will happen in this situation.
What happens in your case. Does vss2svn write a different error message, than the ones you had posted?
