XML::Encoding module comes with both a make_encmap to generate the xml

I have successfully created a windows-1255.enc file that way.
Thanks for the info Ori. Anonymous updates are now allowed on the wiki;
do you think you could update that info and maybe include an example
walkthrough of how you generated your .enc file?
