My first guess, given the size of your repo and that you're running on
windows, is that the dumpfile is corrupt:

Otherwise you can use the methods outlined on
http://www.pumacode.org/projects/vss2svn/wiki/FixingTheDumpfile
to narrow down the part of the dumpfile that has the problem and
manually fix it.
