Vtcl 1.5.1 needs Tcl/Tk 8.3.2 or higher.

For apps, I believe they run with Tcl/Tk 8.0, provided that
you don't use options that are specific to more recent
versions (eg. -validate for entry fields) or recent commands
like itemconfigure for list boxes.
