Yes,

    In 1.2.x, the function was to just select the insertion point
frame or window and click the toolbar.  In 1.5.2, that is no longer
the case.  You can choose to have widgets placed in the old manner of
1.2.x (Preferences -> Auto place widgets), but by default, this is not
the behavior.
