vTcl 1.09 - more user protection

I think that the "Delete" buttons in the following vTcl windows should
all pop up confirmation dialogs:

o  Functions
o  Toplevel Windows
o  Variables

And probably these too:

o  Menu Editor
o  Widget Bindings

I guess I'm saying _all_ deletes should ask for confirmation. The above
are all the ones that I found just now. Have I missed any?

Another "delete" is the menubar Edit/Delete, but it's "protected" by the
Edit/Undo feature. This seems OK to me.
